சோசியலிச திணிப்பு

சமீபத்தில் ஒரு செய்தியை இந்த வலைத்தளத்தில் படித்து அதிர்ந்து போனேன்.


Jerry Rao has, as usual, written a good piece on the need for a free-market political party in India, “Tired of socialists”, Mint, 8 June.
He correctly refers to the fact that I have been trying to register a party that is expressly opposed to socialism and that I have made very little headway. In fact, I tried to register the old Swatantra Party (there was no registration required in the old days) but my application for registration was rejected.
An amendment to the Representation of the People Act made when Rajiv Gandhi was prime minister stipulated that the constitution or the rules and regulations of political parties should contain a provision swearing loyalty to democracy, secularism and socialism. The Election Commission sent me a form for registration which I completed and returned, accepting democracy and secularism but rejecting socialism, as the Swatantra Party was opposed to it in principle. The registration was turned down.
A friend and I filed a writ petition in the Bombay high court in December 1996. The writ was admitted. It has still to come up for hearing. This is the hurdle. Under current law, no party that refuses to accept socialism can get registered as a political party. So much for our democracy!

இயற்கையாகவே சோசியலிசத்தில் நம்பிக்கையில்லாத ஒருவரால் ஒரு மக்களாட்சி நடக்கும் இந்தியத் திருநாட்டில் ஒரு அரசியல் கட்சியை சட்டப்பூர்வமாகப் பதிவு செய்யமுடியாது. இந்திய ஜனநாயகத்தில் ஆரம்பிக்கப்படும் அரசியல் கட்சிகள் அனைத்தும் மக்களாட்சி, மதச்சார்பற்ற கொள்கை, சோசியலிசம் என்ற மூன்று கொள்கைக்கும் நம்பிக்கையிருப்பதாக சத்தியப் பிரமாணம் எடுத்துக் கொண்டால் தான் அரசியல் கட்சியை அங்கீகரிக்கமுடியுமாம். ராஜீவ்காந்தி காலத்தில் இயற்றப்பட்ட இந்த சட்டத்திருத்தம் இன்னும் அமலிலிருப்பதால், ஜனநாயகம், மதச்சார்பற்ற கொள்கை என்ற இரண்டிற்கும் சரி என்றும் சோசியலிசத்தில் நம்பிக்கையில்லை என்றும் சொல்லி ஒரு கட்சியை பதிவு செய்யமுடியாது. 

இந்திய ஜனநாயகத்தில் சோசியலிசத்தில் நம்பிக்கையில்லாதவர்கள் என்றால் இருக்ககூடாதா ?

ஜனநாயகத்தில் We agree to disagree என்ற "அடிப்படை சுதந்ந்திரம்" இந்தச் சட்டத்தால் அடிபடுகிறதே !!

அதிர்ச்சியாக இருக்கிறது வஜ்ரா.

இதே போல செக்யுலரிசம் என்பது கூட முதலில் இந்திய குடியரசு பிரகடனத்தில் இல்லை என்றும் பின்னர் நேரு/இந்திரா காலத்தில் சேர்க்கப் பட்டது என்றும் படித்த ஞாபகம்.

ஆம் உண்மையே, இந்திரா செய்த வேலை அது.


நாம் ஒருவருடைய கருத்துடன் உடன்படவில்லை என்பதற்காக நாம் அவருக்கு அந்தக் கருத்தைச் சொல்ல உள்ள உரிமையை அவருக்கு அளிக்காமல் இருப்பது ஜனநாயகம் அல்ல.


ஜனநாயகத்தில் எல்லாவித கருத்துக்களும் சொல்லப்படவேண்டும். சோசியலிசம் இல்லாததால் ஒன்றும் இந்தியா சிதருண்டு சின்னாபின்னமாகிவிடாது. ஆகயால் இத்தகய ஒரு கொள்கையில் நம்பிக்கையில்லை என்று சொல்லும் உரிமை மறுக்கப்படுவதில் ஞாயமில்லை என்பதே என் கருத்து.


இப்படிப் பார்த்தால் ஜனநாயகத்திலேயே நம்பிக்கையில்லை. எங்களுக்கு முடியாட்சி தான் வேண்டும் என்று சொல்பவருக்குக் கூட நாம் அந்த உரிமையை வழங்கவேண்டும். அவருக்கு உரிமையில்லை என்று நிராகரிப்பது ஜனநாயக முறையல்ல.

Yes, it is a painful truth. I met
Mr.Raju and other "Swathanthra Party old guards" in Chennai in 2004 at a function organised by Rajaji Foundation on his birth anniversary. He told us about the shame. But it is heartening to know that Rajaji's free market views are now almost wholly accepted and enforced here since 1991. But we have a long way to go..

Pls see rajaji.net for his excellent artciles in Swarajiya in the 60s when he fought Congress socialism tooth and nail..
